BEM UMS with AD-HOC Team hasn’t Set DPMs, MPMs and KPUM Yet

(Tuesday, 25 July 2023) BEM (Student Executive Board) UMS has still not fulfilled its function as it should. For 2 years, the performance of BEM UMS seemed to be “frozen”, in other words, there was no real action in the implementation of its functions. Until Tuesday 25 July 2023, in the seminar room J FKI UMS, BEM U held a press conference to discuss the BEM mission letter and the AD-HOC mission letter in the presence of various student organisations, from student associations to the press from the faculty level to the university level. At this press conference, the President of BEM UMS, Firdaus Nurillahi Rauufan Rizkia, who immediately became the spokesperson for various Ormawa representatives, was accompanied by the AD-HOC team leader, Afif Putra Mahyoga. Almost every Ormawa representative asked questions about the continuity of the AD-HOC team’s performance, such as the extent of their preparation for future elections.

This press conference has many shortcomings, the shortcomings here focusing more on how BEM and the AD-HOC team have performed so far. Both are still considered to be very lacking in transparency of their performance progress in preparing advanced teams for the conduct of the general election. Before the general election can be held, both need to form several teams such as DPMS (Temporary Student Representative Council), MPMS (Temporary Student Consultative Assembly) and KPUM (Student Election Commission).

At this PressCon, there was an audience member who asked about the function of the existence of the AD-HOC team itself. Afif Putra Mahyoga, as the head of the AD-HOC team, said that the AD-HOC team was an independent team, and that the role of this team itself was only to monitor the performance of BEM in preparing for the general election. He also said that BEM has not interfered in the performance of the AD-HOC team.

“From the BEM side, there is no interference and no influence on the AD-HOC team to side with BEM,” Afif said when asked at the press conference forum.

One person in the audience asked if the relationship between BEM and the AD-HOC team was good. It was a very profound question because the Secretary of BEM explained that there was no fixed task between BEM UMS and the AD-HOC team, as evidenced by the miscommunication between the two parties in the distribution of press conference invitations to each Ormawa agency. The secretary of BEM said that the AD-HOC team itself took the initiative to distribute the invitations, although the person in charge was BEM itself. This raises a big question as to what BEM had been doing until the AD-HOC team took the initiative to take over its duties.

In the conduct of this press conference itself, there were irregularities in the letter of assignment issued by the BEM. This assignment letter was issued on 16 June 2023, but the press conference was held on 25 July 2023.

The Secretary of the BEM explained that “BEM U only received a letter from the leadership on 23 June 2023, which was given directly to the AD-HOC team, from the AD-HOC there were several revisions and sent to the leadership, received by BEM U on 7 July 2023”.

Many questions from the press, who have been waiting for BEM to be released, have not been answered to the satisfaction of the questioners. Even questions about the progress of the AD-HOC team’s work did not provide a clear answer.

The AD HOC team was asked about the timetable for the establishment of DPMS and MPMS. The AD-HOC team stated that they do have a timeline, but that they are still adjusting the time that is considered appropriate.

“As for the timeline, of course we have a timeline. However, there are some things that we need to adjust again. The AD-HOC team will try to speed up the time in determining it. Said Afif Putra Mahyoga as Chairman of the AD HOC Team.

In other words, the AD-HOC team itself has not made a final decision on the date of realisation of the timeline. The AD HOC Team has stated that the target is to complete the preparation of the Timeline for the formation of DPMS & MPMS in August 2023, the formation of KPUM after DPMS & MPMS was attempted in late August. The formation of the KPUM after DPMS & MPMS is to allow DPMS and MPMS to complete their tasks of assessing and determining BEM regulations, so that there is no interference with these tasks by the KPUM.

Looking at the AD-HOC team’s timeline, there is no certainty about the date of KPUM formation, most likely the general election will be far from the estimate. However, looking at the published task letter regarding the implementation of the AD-HOC team’s tasks in the formation of DPMS, MPMS, the deadline they have is only until 30 September. The representatives of each campus student organisation demand certainty and transparency in their future performance progress in order to create a student government that is fair and clear.
